Could we help more people more effectively by turning over the charitable work of God to Caesar?

Liberal Christians scoff at Jesus' plan to help the poor ("You give them something to eat"), saying that voluntary charity cannot meet the needs of the poor. They call for coercive government programs to redistribute the earnings of the haves to the have-nots. Does such a program help the poor, and does it help them more effectively than Jesus' program of individual generosity?
