I heard red seaweed is bad for fishing because it means there is a lack of oxygen in the water. Is that true?

Since there is a lack of oxygen in the water, even if there are fish, they are less apt to eat because they are in a sense 'suffocating'. Just something I was told by another fisherman. Possible?
