Why does allah need worshipers? why does allah need anything? isn't he by definition complete?

That is because Allah does not exist. Muhammad created him out of his imagination. Muhammad was powerless and therefore needed worshipers to feed his need to feel powerful, exactly like a narcissist. A true all power deity does not care for nor want worshipers or slaves, only a powerless entity will want that.
