My father has gallbladder cancer and a biliary drainage what should i expect next?

He was diagnosed 1 week ago and seems to be going down hill fast. He has jaundice so the bilary drainage was place and now he is running a fever and developed a cough with flem. He also has pain on his right lower side (not at site of drain). The doctors wont operate because of the fever but say they cannot find any infection. they keep saying a ct scan will be done but still nothing. He has been hospitalized since he was diagnosed with the cancer and i dont know if the doctors are doing everything possible or what.
